I have the honour to confirm my telers of

the 30th. August and 6th. September, 1912, of which copies are enclosed, and to acknowledge your reply of the Brd. of September. I regret that it is necessary to incur the very heavy expense of making so large an increase in the Folice Force. But I fear it is unavoidable in the present disturbed state of the Kwongtung Pro- -vince. As you were informed by the Officer Administering the Government's Despatch Confidentiel of the 27th. June the policing of the llew Territory is done to a large extent by Lilitary patrols. This causes Luch inconvenience and entails much expense to the Military Authorities and I recognise that it is the duty of this Government to make its om arrangements for the adequate pro- -tection of life and property in the Colony.

The necessity for an increase in the strength of Police Stations in the New Territory of which there are 13 to be re-inforced and 1 to be re-opened (Rat 0), was emphasized by tac

attack upon Cheung Chau Police Station. The reinforcements ill be

distributed as shewn in the enclosure which indicates the exist-

-ing establishment at each station and the additions thereto which

in consultation with the Captain Superintendent of Police I con-

-sider necessary.
